School Statute

Spring 2000

 

Chapter I: Goals and Regulations

The Virtual School aims to democratize access to the best education for everyone through one of the most innovative, and accessible learning platform ever designed. We are taking the knowledge and expertise of a medical learning organization and the passion and experience of TUMS’s top teachers to improve access to the highest quality of education.  We provide a teacher led, virtual classroom environment and we also equip students with an online media center and guidance center to support them throughout their online course experience.  

 

Act I: The establishment of the virtual School affiliated to Tehran University of Medical Sciences aims to:

1.     Qualitative and quantitative  development of education and training professional, knowledgeable and responsible manpower based on the human ethics and Islamic values in master and  PhD level  in order to boost health of the society and to pass science boundaries

2.     Development of electronic education and the right use of e-learning in medical sciences

3.     Updating the knowledge and Iran's potentials in field of e-learning

4.     Guide the e-learning process and virtual education in medical sciences

5.     Developing the scientific  research collaborations with individuals, experts, medical national and international institutions and governmental or non-governmental organizations

Act II: To achieve the School's goals, it is necessary to do the following regulations:

1.     Priority of humanity and ethics

2.     Bridging the gap between theory and practice

3.     Organizing educational and research program regarding educational, economic, social and cultural needs of the society

4.     Employing professional professors in order to study, evaluate and present all aspects of e-learning

5.     Selecting students in master and PhD level

6.     Collaborating and supporting the educational departments of other TUMS Schools to present virtual majors

7.     Collaborating with the educational departments of other TUMS Schools  to utilize e-learning as an extra-curriculum tool for education

8.     Characterizing strategic plan for each major and evaluate the process of the program with appropriate time-table

 

Chapter II: Responsibilities

Act III: The responsibilities of the Virtual School including:

·         creating facilities, necessary infrastructures and presenting educational, research and technology services

·         creating scientific relations with other public and private sectors and medical national and international institutions

 

Act IV: Educational services in Virtual School can be classified in three categories:

·         Holding e-courses in master and PhD level of those attending courses held in other schools such as the medical education program, e-learning medical education in master level, telemedicine, educational technology and etc.

·         Presenting  continuing  education on medical sciences including continuing education program, education while employment for faculty members for instance short-term programs, workshops, e-learning courses with collaboration of other educational departments

·         Collaborating with other educational departments of the University in order to present extra-curricular activities on e-learning and to build necessary infrastructures

Note: In case of the attending courses held at other TUMS schools, Virtual School will hold the same course with the cooperation of the department, it should be clarified that it is not necessary for the school to build up the parallel department and they should employ affiliate professors.

Act V: Research services including approving and running short-term (one year) and long-term (more than three years) research plans, research plans in all fields of e-learning, distance learning, e-health including fundamental research, developmental research, software technologies, clinical, epidemiology, sociology research and HRS.

Act VI: Information technologies services to build up and facilitate the infrastructures for necessary software and hardware for presenting educational research services such as: Virtual Learning Environment, Learning Management System, Learning Content Management, Management Information System, Interface, Simulation Software, and telemedicine Software.

Act VII: Consultation services: codification and planning the e-learning systems, e-courses, policy making for e-learning, educational and research programs.

Act VIII: Creating scientific ties with national and international institutions in order to render educational, research and consultation services to individuals and governmental organizations, exchanging students and faculty members and performing joint degree programs.

 

Chapter III: Subdivisions and members

 

Act IX: The school’s subdivisions are as follow:

·         Office of Dean of the School

·         Educational and student affairs Vice-dean

·         Research and technology vice-dean

·         Financial affairs

·         Educational research departments:

·         Department of e-learning in medical education

·         Department of  e-health

·         Department of virtualizing of face to face education:

§  Department of extra-curricular tools for electronic education

§  Department of continuing e-education

§  Degree Program 

Note 1: The term Degree Program is referred to the majors which have face to face classes along with e-classes.

Note 2:  The department of virtualizing of face to face education does not possess independent faculty member, therefore double affiliate professors from other educational department inside or outside the University are involved in this School.

Note 3: In case of forming new departments, the number of school’s council, higher education council and research and technology council will be increased.

Act X: The Virtual School is one of the higher education institute affiliated to Tehran University of Medical Sciences (TUMS) and handled according to University's laws.

Act XI: The Schools’ faculty members are considered as the TUMS faculty members, they have positions according to University's’ regulations and they are selected independently for the School.
